Energy Demand Side Management and Energy Efficiency
The electricity load curve in the GCC countries shows very high summer loads - in general and in particular during peak hours. DSM, consisting of both energy conservation and load management measures, can be instrumental both in flattening the load curve and in reducing the overall electricity demand. As two thirds of electricity consumption in GCC countries is due to air conditioning (a/c), special consideration should be given to improving the efficiency of a/c equipment as well as the efficiency of buildings. Proper energy efficiency labels and standards are of utmost importance as is the promotion of peak shifting behaviour (e.g. time of use tariffs) and technology (e.g. thermal storage systems).
Rational Use of Energy (RUE) in the industry and power generation sectors is also important. As these sectors are less diffused and more concentrated than the residential and commercial sectors, it is easier to achieve results. This can for instance be done through the clustering of industrial activities with similar energy needs and systematic exploitation of energy synergies (through CHP and other means). Moreover, development of adapted RUE technologies in the GCC, such as cross-cutting technologies in the industrial sector (compressed air pumps, electric motors, ventilation and a/c, steam generation, cooling, desalination, etc.) is important for electricity savings, as these technologies address about 70% of industrial electricity consumption.
Though there is general consensus that DMS and RUE measures are by far the cheapest way to save oil and gas resources and reduce the strain on the environment, very little is being done in the GCC. While some labelling and standardisation measures have timely started to be implemented, what lacks is a comprehensive policy as well as its enforcement. Research, development and production of specific energy efficient equipment adapted to the harsh GCC climatic conditions is also needed.
European agencies and companies have already researched DMS and RUE for many years and have achieved important results, in particular in the areas of energy management and public and cooperative technology procurement, energy efficient buildings, energy efficient household appliances and other end-use equipment, smart energy metering, third party financing, guarantee of results and other innovative financing schemes, information dissemination. Cooperation between European and GCC agencies, research centres and companies will surely result in much needed knowledge transfer in this area including also for the implementation phase which is often where problems reside.
The Working Group consists of a number of selected qualified experts from the EU and the GCC regions with proven professional and/or research record in the specific field, thus capable of contributing and participating in collaboration activities including:
- know-how and technology transfer,
- policies discussion,
- examination of state-of-the art technologies,
- best practices discussion and promotion,
- research collaboration,
- dissemination and promotion of relevant demonstration projects, and
- facilitation and promotion of relevant EU-GCC cooperation initiatives and projects.
